Dunno why not, at least they have a discernable form and a definite purpose instead of a freeform shape the 'artist' submitted the bill for when they got tired of working on it and spent the rest of the time coming up with some bullshit story about an amorphous blob that you could say anything about and make clueless politicians pay for rather than risk looking foolish when they say they don't understand it. After all, it's only taxmoney not their own personal funds. This work is sort of abstract with form and detail rather than just a lump.
You are correct. I figured somebody would notice. I composited three copies of the same drawing, and decided to cut out every other foot because it looked crowded and confusing. I frequently fudge details like this!
